Rule 33
Able to collect details
Notwithstanding anything written elsewhere in this regulation, nothing in this regulation shall be deemed to prevent the collection of names and details of persons below the age of eighteen years but as determined by the Commission for the purpose of collecting the voters' list. But such a person's name and details will not be included in the voter list until he is eligible to be a voter according to Section 5 of the Act.
